Keith Klein

Keith Klein has extensive experience managing challenging Department of Energy (DOE) programs, projects, and major sites with multiple missions and multiple contracts. As Manager of Richland Operations Office (Hanford site) planned and managed large scale transition of site contracts, priorities, and mission focus involving numerous technical, socioeconomic, regulatory, integration, management and political issues. Stephen Mournighan
Vice President

Stephen Mournighan has over 38 years experience in Federal procurement and organizational management. His experience has for the most part involved the Nation’s energy programs, and he has played key roles in most major Department of Energy acquisitions since the inception of the Department of Energy. These projects range from the fossil energy demonstration programs and the Clinch River Breeder Reactor in the 1970’s, through the major management and operating contractor competitions since 1993. During this time he was the Department’s lead senior executive for the development of procurement policy, performance measurement, field auditing, and twice was the Director of the Office of Small and Disadvantaged Business Utilization. For the last five years of his Federal career, he was the Deputy Director of Procurement and Assistance Management at the Department of Energy, second in command to the Department’s Procurement Executive.

Jay Rhoderick

Jay Rhoderick conducts management and technical assessments and reviews for contractors conducting Department of Energy work activities. He conducts Integrated Safety Management (ISM) assessments and project and project management reviews. He assists in the execution of the DOE Order 413 Project Management in the development of overall strategic planning as well as development of Critical Decision packages and supporting documents such as risk management plans. Mr. Rhoderick serves as the Working Group Coordinator for EFCOG activities. He serves as managing Secretariat for the External Advisory Board for the Savannah River National Laboratory.

Kathryn Roberts

Ms. Roberts is a recognized regulatory and public outreach expert with more than 16 years of environmental compliance and technical expertise related to regulatory compliance (e.g., RCRA, CERCLA, NEPA). In addition to serving as a cabinet-appointed regulatory division director, her experience includes 12 years managing, coordinating and communicating between State and Federal agencies (EPA, DOE), Congressional delegation, State legislators and a wide range of stakeholders, including activist groups and local Indian Pueblos. In addition to regulatory compliance and outreach, Ms. Roberts performed within QA/QC/CAS programs at Los Alamos National Laboratory (LANL), and has extensive environmental remediation field experience in New Mexico and New York State.

Richard Sena
Sandia Project Manager

As a member of the Senior Executive Service in the NNSA, Richard Sena provided executive leadership in the management of technical programs, operations, and business processes critical to the Nuclear Security Enterprise. He led numerous studies to address technical issues impacting the laboratories and production sites, applying systems engineering and risk analysis tools to develop cost effective and timely solutions. He led several priorities including repackaging pits at Pantex to address a DNFSB Recommendation to protect pits from degradation, removal of plutonium pits and plutonium metals and oxides from Rocky Flats, led the DOE complex plutonium storage study for Environmental Management and Defense Programs that established a plan for the consolidation of storage sites for excess plutonium across the DOE, eliminating the need to construct a $1B plutonium storage facility at Savannah River and served as the planning basis for accelerating movement of all Pu metals and oxides from LLNL, Hanford, LANL and Rocky Flats to an existing facility at Savannah River. As Deputy Manager of the NNSA Sandia Field Office, Mr. Sena provided executive leadership of the Field Office in oversight of Sandia National Laboratories national security programs. He led studies for Pantex pit repackaging that reduced the pit repackaging schedule by 10 years saving over $90M.
