Stephen Mournighan
VICE PRESIDENT

Stephen Mournighan has over 38 years experience in Federal procurement and organizational management. His experience has for the most part involved the Nation’s energy programs, and he has played key roles in most major Department of Energy acquisitions since the inception of the Department of Energy. These projects range from the fossil energy demonstration programs and the Clinch River Breeder Reactor in the 1970’s, through the major management and operating contractor competitions since 1993. During this time he was the Department’s lead senior executive for the development of procurement policy, performance measurement, field auditing, and twice was the Director of the Office of Small and Disadvantaged Business Utilization. For the last five years of his Federal career, he was the Deputy Director of Procurement and Assistance Management at the Department of Energy, second in command to the Department’s Procurement Executive.
