Pamela Horning Named To L&A Board

Ms. Horning is a senior executive with more than 26 years of experience in the nuclear industry associated with commercial nuclear operations, naval nuclear core manufacturing, environmental management and DOE nuclear weapons production and operations. Her experience includes assignments in commercial nuclear manufacturing, Rocky Flats, Y-12 Nuclear Weapons Complex (NWC), and Lawrence Livermore National Security (LLNS). Ms. Horning is experienced in operational and safety performance at NRC and DOE regulated facilities that comprise complex, high consequence nuclear and national security operations. During her career, Ms. Horning has held a variety of leadership positions in Nuclear Safety, Quality Assurance, Engineering, Operations, Emergency Management, and Project and Program Management.

Ms. Horning currently holds the position of Vice President with Babcock & Wilcox Technical Services Group (B&W-TSG). She is responsible for a wide variety of business development and strategic operational initiatives across NNSA and DOE. Additionally, she held the position of Vice President of Operational Assurance for B&W-TSG. In this role, Pam ensured that consistent and rigorous operational and safety best practices and continuous improvement were applied across B&W-TSG’s 15 DOE and commercial sites involving complex, high-consequence nuclear and national security operations. Her responsibilities included oversight of more than 1,000 nuclear operations and nuclear safety professionals across the DOE complex.

Previously, Pam held the position of Deputy Principal Associate Director of Operations and Business at Lawrence Livermore National Security (LLNS). In this position, she directed activities and implemented Lab-wide policies in the areas of operations, infrastructure, business and human capital.

L&A Awarded Solar Energy Project Management Contract

August 24, 2009

Longenecker & Associates, Inc. announced today that GreenTech Solar Inc., has selected the firm to provide Owner’s Representative, Chief Operating Officer, and Integrated Project Management support for a solar electric generation facility to be located in the Eldorado Valley outside Boulder City, Nevada. This plant will produce over 300 MW of thin-film photovoltaic solar power, to become the largest renewable energy power generation facility in the U.S. L&A, a Las Vegas based company, will assist GreenTech Solar during the duration of the $1.1 billion project. [read more=”Click here to Read More” less=”Read Less”]

GreenTech Solar was selected by the Boulder City Council on August 10, 2009, for negotiation of a lease of city land for the solar plant. Lease negotiations are expected to be completed in 60 days with site work commencing in late 2009.

Gen. John A. Gordon Named To L&A Board

General Gordon (U.S. Air Force, Retired) served in the White House as the President’s Homeland Security Advisor from June 2003 until June 2004 and as the Deputy National Security Advisor for Counter Terrorism and the National Director for Counter Terrorism from June 2002 to June 2003.

Prior to joining the White House team, General Gordon was the first administrator of the National Nuclear Security Administration and Undersecretary of Energy, responsible for the entirety of the nation’s nuclear weapons program, serving from June 2000 until June 2002. As an Air Force four-star general, he was the Deputy Director of Central Intelligence from October 1997 until June 2000. General Gordon’s thirty-two year Air Force career included significant concentration on research and development, strategic planning, missile and space operations, inter-governmental operations, and international negotiations. General Gordon holds an M.S. degree in physics and an M.A. degree in business administration.

General Gordon is a now private consultant and serves on the boards of several corporations and non-profit organizations.

Kevin W. Billings Named To L&A Board

Mr. Billings has a distinguished career in both the government and private sector, serving most recently as acting Assistant Secretary, Installations, Environment & Logistics of the US Air Force where he was responsible for managing $38 Billion in Air Force installations, environment, energy and logistics programs worldwide.

While at the Air Force, Mr. Billings also served as Deputy Assistant Secretary, Energy, Environment, Safety and Occupational Health. In this position, Mr. Billings was responsible for management, direction and oversight of $9 billion of Air Force energy, environmental, safety and occupational health programs.

In past assignments, Mr. Billings served as Vice President of Enterra Solutions, LLC; Vice President of ICP Kaiser, Director of Government and Environmental Services for Westinghouse Electric Corporation, Vice President of The American Nuclear, and legislative assistant to Congressman Sid Morrison and Congressman Jerry Lewis.

L&A Awarded DOE Support Contract

Longenecker & Associates, Inc. announced today that the U.S. Department of Energy (DOE), Office of River Protection (ORP), has awarded the firm a task order for technical, management, and administrative support services. Under this contract, L&A will provide support services to ORP in the following areas: (1) overall project management; (2) information management; (3) technical assessments; (4) National Environmental Policy Act; (5) Air & Resource Conservation & Recovery Act Permitting; (6) Integrated Safety Management System; (7) quality program; (8) directives/management system coordination; (9) financial management; (10) acquisition management; (11) tank closure; (12) tank farms project design review and analysis; (13) Authorization Basis maintenance; (14) engineering management and process engineering; (15) Waste Treatment Plant (WTP) structural design facility and equipment; (16) WTP engineering oversight; and (17) WTP cost/schedule analysis management support.

L&A is working closely with the incumbent contractor to ensure a smooth transition. L&A assumes responsibility for the work on June 1, 2009.

Richard Arkin Joins L&A Team

Richard Arkin has joined Longenecker & Associates as a Senior Consultant. Mr. Arkin is a senior executive with extensive experience in nuclear facility management, emergency response and operations, transportation management, and security.  [read more=”Click here to Read More” less=”Read Less”]

Mr. Arkin retired from DOE in March 2008, where he last served as the NNSA manager at the Savannah River Site from 2004-2008.

In prior DOE assignments, Mr. Arkin served from 2001-2004 as the Deputy Associate Administrator of NNSA’s Office of Emergency Response and Operations; from 1999-2001 as Director of the Emergency Operations Center and Accident Response Group for DOE’s Albuquerque Operations Office; and from 1988-1999 as the Deputy Director, Aviation Manger, Transportation Safeguards Division of DOE’s Albuquerque Operations Office.

As part of the L&A team, Mr. Arkin will be supporting a range of management assessments and strategic planning activities for commercial and government clients.
